I am going to venture a guess. But this is something I am guessing you actually know. I think it is about getting from one place to another quickly -- on top of the crowd. Only to be done in times of emergancy. Like passing dead bodies out so they don't get stepped on? Or maybe just before they are dead. That would be more of an emergancy.
